The dependent parent/ divyang siblings of a State Government employee(s) or an Organisation operating in the State of Assam can approach the Designated Authority of the State Government or the Organisation to make an appeal for allowing apportionment of the employee’s salary. The application has to be made in the prescribed format along will all requisite documents.
On receipt of such application or appeal, the Designated Authority will decide on the eligibility of the Application after required background verification and attempt to dispose of the case not more than ninety days from the date of application. The decision of the Designated Authority will be binding on both the parties agree if they accept the decision.
In case the applicant or the employee is not satisfied with the decision of the Designated Authority, he/she may approach the Appellate Authority within one month from the date of receipt of such order. If the Designated Authority does not dispose of the case within the stipulated period of ninety days, the applicant or employee has the right to appeal before the Appellate Authority as per the prescribed procedure. After receiving an appeal, the Appellate Authority shall decide the appeal within a period of not more than sixty days from the date of receipt of such application. The Appellate Authority shall hear the appeal by giving reasonable opportunities of being heard to both the parties and pass such order as may be deemed necessary. The decision of the Appellate Authority will be binding if both the parties agree to the decision.

In case the applicant or the employee is not satisfied with the decision of the Designated Authority, he/she may approach the PRANAM Commission and seek for justice regarding the matter. The dependent parents/ divyang siblings/ employee may approach the PRANAM Commission if the no officer as a Designated Authority or Appellate Authority is available or appointed or if the Designated Authority or Appellate Authority refuses to accept the application or appeal. The dependent parents/ divyang siblings may approach the PRANAM Commission if no response has been given to the application for sanctioning apportioned salary of an employee within sixty days from the receipt of such order.
The decision of the Commission, as the case may be, shall be final and binding on all concerned. However, if at any point of time, the Designated Authority/ Appellate Authority/ the PRANAM Commission is not satisfied with the application or if the applicant cannot prove his sources of income or that he is really dependent upon the employee for leading a decent life, then the respective Authority has the right to reject the Application and close the case. However, the applicant can make an appeal in the future to prove his/her stance.
